The Lancaster County Drug Task Force last month charged two men on the same day for running unrelated drug dealing operations out of the same East Lampeter Township apartment complex.

One of the men, Keith Martin Thompson, 44, led a large cocaine ring in Lancaster County from 2005 until his arrest in January 2011, federal court records show. 

The drug task force charged Thompson on April 18 with three counts of drug possession with intent to deliver, possession of drug paraphernalia and illegally possessing a firearm. 

The other man, Jan Abreu-Vizcarrondo, 24, was also charged that day with drug possession with intent to deliver and possession of drug paraphernalia. 

Both men lived on the second floor and across the hall at The Square at Bridgeport apartment complex, next to Harrisburg Area Community College on Old Philadelphia Pike. 

In January, the task force began investigating Abreu-Vizcarrondo for selling large amounts of marijuana at locations between Philadelphia and Lancaster County, according to the Lancaster County District Attorney’s Office. In February, the task force began investigating Thompson for selling cocaine, making multiple undercover purchases. 

On April 18, investigators issued search warrants on Thompson’s storage unit on the 100 block of Stonemill Road, his residence on the 300 block of Mill Street and his apartment, according to charging documents.  

They found more than 5 ounces of methamphetamine, 1.4 ounces of cocaine, over five pounds of marijuana, 14 oxycodone pills, drug packaging materials, $55,990 in cash and a handgun, according to charging documents. 

A few hours later, investigators searched Abreu-Vizcarrondo's apartment and found about 22 pounds of marijuana, drug packaging materials, a gun and $9,248 in cash, according to charging documents. 

According to the United States Attorney’s Office for the Eastern District of Pennsylvania, Thompson pleaded guilty in April 2013 to a dozen charges related to the drug ring, along with a charge for possession of a firearm by a convicted felon. 

Thompson had been sentenced to 22.5 years in prison, followed by 10 years of supervised release, according to the office. 

However, much of his federal court docket is under seal, so it’s not clear if he subsequently appealed and got a lesser sentence. In April 2021, he asked for a reconsideration of his sentence, but the judge’s response was filed under seal. 

Abreu-Vizcarrondo also faces charges in Berks County for possession of marijuana and resisting arrest from December 2023. 

Thompson and Abreu-Vizcarrondo have the same lawyer, Adam Louis Szilagyi, who declined comment Monday.  

Thompson is being held in Lancaster County Prison on $750,000 bail. Abreu-Vizcarrondo was released after posting $50,000 bail.
